Blanket Health Insurance (F.S. 627.659–.660)
Definition
Health insurance covering special groups whose membership changes, issued to entities such as: common carriers (covering passengers); employers (employees, dependents, or guests); schools, colleges, and universities (students, teachers, employees — plus their spouses/dependent children); volunteer fire departments, first aid, and first responder groups; organizations like the Boy Scouts or Future Farmers of America and camps/meetings (including counselors and staff); newspapers (independent contractor delivery persons); health care providers (patients, donors, recipients, surrogates — offered, never mandatory); HMOs (covering subscribers, with payment direct to the HMO); sports teams and camps; travel agencies; qualifying associations (25 members, 1 year); and financial institutions (accountholders/cardholders — limited to accident, disability income, limited dental/vision, specified disease, or hospital/fixed indemnity). Required provisions: terms at least as favorable as permitted, no individual application required, and no certificate of coverage required — EXCEPT for policies issued to schools, colleges, universities, and other learning institutions.
In plain English
One policy blankets whoever happens to be on the bus, at the camp, or in the class — no applications, no certificates (unless it's a school).
Exam tip
⚠️ The certificate exception is pure exam bait: blanket policies skip certificates except schools.
