Financial Services Commission (FSC)
Definition
The Governor plus the Florida Cabinet — the CFO, the Attorney General, and the Commissioner of Agriculture — sitting together as one legal body. Commission action requires a majority of at least three (3) affirmative votes. The FSC is not subject to control by the DFS, is divided into two offices — the Office of Insurance Regulation (OIR) and the Office of Financial Regulation (OFR) — appoints the two officials who lead them, and gives final approval to any rules either office develops.
