Earned by accruing 40 quarters of coverage (~10 years of work). Unlocks the full menu: retirement, disability, premium-free Medicare Part A, and survivor benefits.

Most Social Security benefits are ONLY paid to fully insured workers. 40 quarters = 10 years — memorize. (Technically the floor scales with age — 1 credit per year after 21, min 6; 40 makes it PERMANENT.)
