HIPAA: Portability, Creditable Coverage & Privacy

Definition
Federal law (1996) guaranteeing portability: prior creditable coverage (no break of 63+ days) wipes out new pre-existing-condition waiting periods when changing plans. Also the Privacy Rule: a Notice of Privacy Practices at enrollment and every 3 years, with material-change notices within 60 days.
