Employer and Trustee Groups (F.S. 627.6516–.656)

Definition
Trustee group: employees of employers or union members insured under a policy issued to fund trustees (the trustees are the policyholders); the policy must cover no fewer than five (5) persons per employer unit at issue (not counting proprietors/partners), with amounts set on some plan OTHER than individual selection. Employer group: the employer is the policyowner; insureds may include directors, former and retired employees, a proprietor or partner, elected/appointed officials of a public body, and employees of commonly controlled entities. All employees (or all members of an eligibility class) must be declared eligible and acceptable at issue; classes turn on employment conditions and can't be built to exclude hazardous occupations. A Florida group/blanket/franchise policy must define full-time employee to include anyone averaging a twenty-five (25)+ hour workweek — though temporary and substitute employees may be excluded.
In plain English
Employer holds the master policy; "full time" in Florida starts at 25 hours a week.
Exam tip
The 25-hour full-time definition reappears in the small employer act's "eligible employee" — same number, two statutes.
